There are two main healthcare institutions; the Mexican Institute of Social Security (IMSS) which has recently been privatized, and the Institute of Social Service and Security for State Employees (ISSSTE). ISSSTE is the public welfare system and is government-funded. 

Visas and work permits:
The Embassy states that students need a Student Entry Permit requiring:
c  Passport (valid for more than one year)
c  Application form completed
c  Letter of acceptance from a University in Mexico
c  Letter indicating you can fund yourself (minimum US$500/month)
c  Photographs (six full-face and five right-side profile)
You have to go personally to the Consular Office to sign and fingerprint the entry document.
Working in Mexico: Obtaining a visa for short-term work (less than six months) is extremely difficult. If you have an offer of work from a Mexican Institute they should apply to the immigration authorities in Mexico City to issue a working visa. This can take some time. Contact the Mexican embassy for more details.

Programa de Ampliacion de Cobertura (PAC), Jurisdiccion, Orizaba, Veracruz, Mexico

PAC is an initiative founded in 1996 by the Mexican Secretariat of Health to take basic health services and health education to the most isolated indigenous communities of the country. The initiative started in just one state (Veracruz). From a base in the city of Orizaba, ten ‘modules’, each consisting of about 6 individuals – doctors, nurses, dentists and social workers, disperse each Monday morning to their own substation, often many hours’ drive up into the mountains.
